Effingham State’s Attorney Bryan Kibler, Representative Darren Bailey (109th District), Representative Blaine Wilhour (107th District), and the family of Illinois State Police Officer Layton Davis will hold a press conference Monday to speak against parole and clemency for convicted killers James E. Taylor and Aaron Hyche.

Background: On March 18, 1976, State Trooper Layton Davis was shot and killed during a traffic stop on Interstate-57, near Effingham.
Unbeknownst to Trooper Davis, the vehicle contained two escaped convicts. During the stop, one of the escapees slipped a revolver into his waistband. As Trooper Davis frisked him, he spotted the revolver and a struggle ensued. The second escapee ran up and held Trooper Davis down as the first man shot him. Both escapees were later apprehended and sentenced to 100+ years in prison. 50 year old Trooper Davis was a 19 year veteran of the Illinois State Police, and left behind a wife and three children. He was also a veteran of WWII.
