State Rep. Blaine Wilhour (R-110th District), a veteran of the Illinois Army National Guard, spoke at the dedication ceremony for the Memorial Wall installed at the new Veteran’s Memorial Park in downtown Vandalia, Illinois. Made possible by fundraising efforts by the American Legion Post 95 of Vandalia, the wall was created by Old Capitol Monument.
