Rep. Blaine Wilhour applauds the implementation of the bi-partisan program negotiated by the Republicans in the General Assembly and passed in 2019 that has been on hold for four years. This is a welcome program that offers companies tax credits on the labor withholding tax of 50 percent for significant capital improvements in Illinois. The tax credit could be up to 75 percent for workers on projects in underserved areas of Illinois that meet certain poverty, unemployment, and federal assistance rates guidelines.
