State Representative Blaine Wilhour (R-Beecher City) was invited to speak to the Effingham ‘Noon’ Rotary today held in the First Baptist Church – Effingham. Rep. Wilhour spoke about the serious issues facing Illinois families and the reforms needed to address corruption and the policies that hurt businesses and the job climate in Illinois.
